En palabras de Fernández de Zamora, el término libro raro se acuña en el siglo XVIII, a partir del resurgimiento de la bibliofilia, por el especial interés en los incunables europeos e impresos coloniales de México y Perú, debido a que fueron los primeros países que contaron con la imprenta. Dichas publicaciones fueron muy cotizadas en Europa y Estado Unidos. (Fernández de Zamora, 2011).
El Programa Memoria del Mundo de la UNESCO reconoce siete criterios principales por los cuales se valora el significado cultural: la influencia en el tiempo, el lugar, los temas, las personas, la forma y/o estilo y el valor social. Criterios secundarios son: la integridad y rareza a lo que se enmarcan como únicos en su categoría y época. Los criterios no son valores absolutos, sirven para valorar la memoria del mundo plasmada en libros, archivos, revistas, videos y discos.
